To achieve the goal of universalisation of elementary education, it is necessary that the following goals are also fulfilled.
The Sarva Shiksha Abhiyan aims to provide elementary education for all children 6 to 14 age group by 2010.There are other goals to bridge social and gender gaps, with the active participation of the community in the management of schools.
The SSA programme also purposes to achieve an improved and sustainable Universal Elementary Education (UEE) system with adequate facilities for 8 years of elementary schooling of satisfactory quality it proposes provision of alternative schooling facilities in unserved habitations, effective pedagogical interventions to make school attractive, and provision of adequate and context specific initiatives to promote equity by specially targeting the most deprived children.

To reduce out of school children in the 6-14 age group, with an increase in enrolment, in the process of universalising elementary education.
To narrow existing gender and social gaps so that enrolment of girls will be near parity with boys, enrolment of children of SC and ST will be near parity with that of other groups; and enrolment of children with disability will increase.
To increase the quality of education of all elementary school students so that learning will be improved and transition rates from primary education to upper primary education will increase.
